| Description: | SENIOR ADVOCACY and POLICY COUNSEL [ASD-32] American Civil Liberties Union Foundation Affiliate Support and Advocacy Department, NY The American Civil Liberties Union Foundation (ACLU), founded in 1920, is a nationwide, nonprofit, nonpartisan organization with more than 500,000 members dedicated to the principles of liberty and equality embodied in the U.S. Constitution. The Affiliate Support and Advocacy Department of the ACLU's National Office in New York City seeks a full-time Senior Advocacy and Policy Counsel. OVERVIEW State legislatures are a major battleground in the fight for civil liberties. Each year, lawmakers across the country consider a wide variety of legislative proposals that both assault and protect our most fundamental rights. The 2012 state legislative sessions, for example, featured high-stakes debates on voting rights, abortion access, immigrants' rights, criminal justice reform, and privacy in the digital age, among many other critical civil liberties issues. Through its affiliates, members, and national staff, the ACLU has a presence in every state across the country. The ACLU's Advocacy Team partners with ACLU affiliates to further the ACLU's public policy priorities at the state level to protect and advance civil liberties. For example, ACLU affiliates are leaders in state advocacy campaigns to reduce incarceration rates, fight voter suppression measures, achieve relationship recognition for same-sex couples, defeat anti-immigrant laws, repeal the death penalty, and protect access to the full spectrum of reproductive health services. Reporting to the Director of Advocacy and Policy, the Senior Advocacy and Policy Counsel will be part of the leadership of the ACLU's Advocacy Team, and will be involved in creating strategies to increase the effectiveness of the ACLU's nationwide advocacy program. The Senior Advocacy and Policy Counsel will also supervise Advocacy and Policy Counsels who devise and execute nationwide state-based advocacy strategies, assess emerging policy trends, and mobilize affiliates across the country. Additionally, the Senior Advocacy and Policy Counsel will maintain an area of expertise on key civil liberties issues, devising nationwide strategies and providing state legislative counseling to ACLU affiliates during the legislative session. The Senior Advocacy and Policy Counsel is a non-litigating attorney position for a lawyer with exceptional strategic thinking, analytical and writing abilities, team building, leadership, and supervisory skills. ROLES AND RESPONSIBILITIES Participate in Advocacy's leadership team in furtherance of the goals of successfully building a strong state-based advocacy network, promoting the ACLU's nationwide agenda, and supporting ACLU affiliates' advocacy priorities. Collaborate with colleagues in the Communications, Legal, and Development Departments to enhance the effectiveness of the ACLU's nationwide advocacy program. Supervise Advocacy and Policy Counsels to develop and execute state-based advocacy strategies to achieve public policy goals. Provide state legislative counseling to ACLU affiliates and partners, including strategic advice and goal setting; legal analysis and identifying litigation opportunities; policy analysis designed to effect change by state policymakers; legislative language; state legislative advocacy materials and tools; and strategies for effective coalition-building, community organizing, and public engagement in furtherance of public policy outcomes. Develop expertise in key civil liberties issues. Monitor relevant state bills. Participate in national coalitions and develop relationships with allies and other organizations to further advocacy goals. Speak publicly at national, state, and local forums, conferences, and meetings. EXPERIENCE AND QUALIFICATIONS A JD degree and a minimum of five years of legal experience are required; this position does not include active litigation, but the ability to identify and develop possible litigation is required. Five years' experience working in political, policy, or government settings. Experience devising and executing campaigns to achieve public policy goals. Proven track record of working collaboratively with colleagues across departments and functions. Ability and proven track record of building a positive and collaborative work environment and team. Supervisory experience. Experience increasing advocacy capacity in individuals and organizations. Exceptional ability to conduct legal analysis and research. Experience with constitutional issues, legislation, and organizing is preferred. Ability to work independently as well as within a team. Excellent research, writing, analytic, and communication skills. Ability to communicate complex legal issues to the general public. Ability to simultaneously handle multiple tasks, work efficiently and quickly, and meet deadlines under pressure. Willingness to travel. Strong and demonstrated commitment to civil liberties and social justice issues.
