PROGRAM MANAGER

Primary Responsibilities: This is senior and highly-visible position with our Company. The selected candidate will be responsible for leadership and management of a very large, high visibility Joint-Service RDT&E Task Order contract, for which the Army is the Lead Agent. The technical scope spans Environment, Safety, Occupational Health, and Energy (ESOHE). The candidate will serve as CTC?s day-to-day liaison to the Army's Program Management Team and Contracting Officer Representative personnel, as well as work closely with CTC?s technical and contracting personnel. The ideal candidate will have a high customer satisfaction-driven focus.

Candidates who are former government or former military who feel they possess the requisite experience, as well as candidates with an industry background are encouraged to apply. A scientific/engineering background, along with some understanding of technology, technology transfer/insertion and/or RDT&E programs, together with government acquisition (including task ordering) processes is desirable. Familiarity with DoD budgeting procedures and financial management are helpful and complimentary to one?s technical/scientific and program management backgrounds. Key performance attributes for this position include: goal oriented; self-starter; ability to work independently, yet know when to leverage others; DoD mission-focused; detail-oriented and quality conscious; keen ability to communicate, compromise and interact successfully with government program and technical personnel; an overall strategic mindedness to achieving program performance objectives; vision and internal leadership to CTC project management personnel; program outreach to DoD and other federal agencies, as well as to industry. The successful candidate will be accountable for building teams of other leaders and support personnel and making individual contributions in achieving all programmatic, technical and financial objectives.

Minimum Required Skills / Competencies:

-Bachelor of Science or advanced degree in Engineering, Scientific, or related field. This position will also consider equivalent-level leaders (GS-12 to 15, 0-3 to 0-6 level) from military or civil service.
-Minimum 5 years experience, such as managing an IDIQ contract vehicle as a contractor or working technology issues as former government/ military.
-Acquisition knowledge: budgeting, interactions with Contracting Officers/Contracting Officer?s Representatives, understanding of performance-based contracting.
-Knowledge of federal contracting and requirements; DFAR knowledge.
-Demonstrated understanding and application of task order project management fundamentals (proposal development, Earned Value Management, subcontracting and procurement, budgeting and financial review, deliverables, etc.).
-Knowledge of and experience in DoD ESOHE requirements and programs, user and research communities, and technology solutions.
-Prior experience with ASA(IE&E), ACSIM, HQDA, AEC, ARL, ATEC, ASA-ALT, TRADOC, or other Army agencies (and/or equivalents in other Services/OSD) is preferred.
-Familiarity with key program development concepts (budgeting, programming, POM process) that can be applied in the support of identified programs.
-Skilled speaker and presenter; able to develop and provide compelling information or decision brief to senior military and civilian personnel.
-Demonstrated understanding of the principles of technology transition and acquisition.

Clearance: U.S. citizenship required. Must be able to obtain and maintain a U.S. Government Secret level clearance.
