Proposed Law Would Require Onlookers to Report Child Sex Crimes

Democratic Representative Nick Lampson of Texas has proposed a bill that would require witnesses of child sexual abuse to report the crime to authorities. Penalties for violating the law would be determined on a state-by-state basis.

The bill is named the “Sherrice Iverson Act” to honor the memory of a seven-year-old girl who was kidnapped, raped, and murdered by 19-year-old Jeremy Strohmeyer, who has since been sentenced to life in prison without parole. Strohmeyer’s friend, David Cash, admitted that he saw Strohmeyer assaulting Iverson yet did not intervene, even when Strohmeyer later told him that he had killed his victim.

Strohmeyer admitted to fantasizing about having sex with girls ages 5 or 6 on the internet and prosecutors seized his computer as evidence.
